Kragujevac Steps Towards Sustainable Mobility: Report from the Third Workshop

A New Step Towards a Human-Centric City

On February 18, 2026, the third stakeholder workshop for the development of the Sustainable Urban Mobility Plan (SUMP) was held at the „Đura Jakšić House“ in Kragujevac. This key event brought together 15 participants, including representatives from the city administration, public enterprises, organizations for persons with disabilities, and UN-Habitat national experts.

Focusing on Future Vision and Objectives

The primary goal of the meeting was to transition from analyzing the current state to the planning phase. Ivan Radulović, the Chief City Planner, emphasized that defining a clear vision and objectives is the essential first step toward transforming the city’s transport system.

Insights from Data and Participants

Through an interactive WOOCLAP survey, stakeholders identified key challenges and priorities:

  • Infrastructure: The current state is seen as challenging due to the lack of proper infrastructure or its poor condition.
  • Cycling: This was identified as the weakest mode of mobility currently in Kragujevac.
  • Vulnerable Groups: Persons with disabilities, followed by families with young children and the elderly, were recognized as the most vulnerable road users.

The Vision: „Easy to Get Everywhere“

Participants agreed that Kragujevac’s future mobility must be rooted in accessibility, safety, and integrated development. The highest level of support was given to objectives regarding:

  • Developing cycling and pedestrian infrastructure.
  • Improving public transport.
  • Enhancing mobility at the „mezzo-level“ (neighborhood and city quarter scales).

International Best Practices

The workshop also featured progress reports on two EU INTERREG Europe projects—“InMobility“ and „Parsmo“—in which the City of Kragujevac participates. These projects focus on reducing mobility poverty and improving parking policies for shared mobility. The event confirmed that Kragujevac is striving for modern, inclusive solutions to make urban spaces accessible to all citizens.
